HONORE’S ‘ZERO’S TAX RATE
BUDGET’ A BUST

By Mayor Leonard Scarcella

Councilman A. J. Honore keeps communicating that he wants to maintain a Zero Property Tax Rate for the City of Stafford—in spite of his Socialistic tax gouging philosophy. So let’s look at the inept ordinance that he worked on for months and repeatedly tried to get approved during the budget process before it crashed and burned when City Council shot it down. The ordinance he kept pushing had a provision dictating a budget must have a ‘zero property tax rate’.  Problem is his ordinance would have prevented the City from ever borrowing any money. Under intense questioning by me, I demonstrated this ordinance, as he wrote it, would place the City in a financial straight jacket and was fatally flawed. Recognizing it would have to be changed, he offered a motion to pass it with an amendment.  Despite his attempt to save it, Council voted the ordinance down, bringing to an end his ill-fated attempt to act like the savior of the zero property tax rate—something he vigorously opposed until he realized how extremely popular it is with our residents and businesses. Amazingly, he is still trying to convince the public he is an advocate of zero property taxes—and that he did something special to preserve it.  To see him stumbling and fumbling for yourself, as well as his incompetence in governmental finance, watch the video: November 28, 2018, City Council Meeting on SMETV: staffordtx.swagit.com/play/1128201-1508.
